GIS Enterprise Architect/Strategic Advisor

NexGen is currently seeking a GIS Enterprise Architect/Strategic Advisor who will provide highly specialized expertise and technical services, personnel, and supervision necessary to support the US Air Force Installation Management and Support Center (AFIMSC) and the Geospatial Information & Services (GI&S) Capability Portfolio Management (CPM) program, This person shall help AFIMSC establish policy, governance, conceptual-level enterprise architecture, enterprise-wide resourcing strategy options, analysis of broad, overarching DAF-wide requirements, and portfolio management methodologies. This role involves recommending emerging technologies and protocols, optimizing operational processes, and guiding efficiency initiatives. This person will also develop program support documentation and executive advocacy briefings to support the DAF and DoD missions. This individual will be required to work closely with members of the NexGen and client’s teams, including but not limited to subject matter experts, technical leads, and project managers. 

 

Essential Duties and Responsibilities include the following: 

Strategic Recommendations and Analysis:

  • Offer recommendations on the acquisition and adoption of emerging protocols and technologies.
  • Analyze operational processes to identify cost avoidance opportunities and provide actionable recommendations.

 

Efficiency Projects and Initiatives:

  • Advise on efficiency projects and initiatives.
  • Guide and facilitate the execution of these projects and initiatives as needed.

 

Program Support Documentation:

  • Develop comprehensive program support documentation, including strategies, performance measures, maturity models, governance models and charters, best practices, briefings, and white papers.

 

Executive Advocacy:

  • Assemble executive advocacy briefings and white papers for senior DAF and DoD leadership with the involvement of the Program Manager.
  • Ensure the briefings provide the best-informed guidance.


Stakeholder Relationship Management:

  • Establish, develop, and maintain effective working relationships with AFIMSC stakeholders.
  • Occasionally coordinate plans and activities with associated Chief Information Officers (CIO).

 

Architectural Support:

  • Develop architecture products in alignment with DoD Architecture Framework (DoDAF) and ensure interoperability with other DAF and DoD architectures.

 

Architecture Development and Maintenance:

  • Model “As-Is” and “To-Be” architectures, recommend operational business processes, and ensure compliance with Government-specified style guides and approved taxonomies.
  • Capture and store various architecture primitives for future alignment with enterprise architectures.
  • Perform primitive registration, architecture model construction, and markup/coordination using Government-provided tools.


Analysis and Recommendations:

  • Perform analysis of architectures, comparing As-Is and To-Be states, and provide recommendations.
  • Assist with discovering linkages to other existing architectures and identifying potential gaps and redundancies.

 

Documentation and Technical Writing:

  • Draft, review, revise, and deliver technical documents such as white papers, reports, briefings, and architecture findings.
  • Provide meeting/conference notes including subject, date, time, location, attendees, and their contact information.

  

Technical Skills/Experience: 

  • Architect level expertise with extensive knowledge of DoD and DAF doctrines and procedures.
  • Experience with enterprise architecture frameworks such as DoDAF, Zachman, and FEAF.
  • Proficiency in architecture modeling techniques and tools (e.g., BPMN, UML, SysML).
  • Fully trained and certified Zachman or FEAF Enterprise Architect experienced in DoDAF and BPMN 2.02.
  • Thorough understanding of high-level DoD and DAF doctrines and procedures, including JCIDS, JIE, UJTL, JSCP, JCA, JCSFL, DoDAF, BEA, and IAL.
  • Apply DOTmLPF-P principles effectively.
  • Technical writing and documentation expertise.

  

Additional Skills: 

  • Strong analytical and problem-solving skills.
  • Excellent communication and stakeholder management abilities.
  • US Citizenship, or legal permanent residence, or US work authorization with minimum 3 years of continuous US presence is required due to federal contract requirements. 

  

Education: 

  • Bachelor of Science in Computer Information Systems, Computer Science degree or related discipline with Architect Level and/or Advisory Level related experience.
